This is perfect for people that hear a song on the radio that they like and want to buy the song instantly.
The App Store is one of the best reasons why a person would want to purchase an iPhone 4. Without being able to download applications, the iPhone would not be unique enough for it to be considered the best phone on the market. Being able to download applications gives users a reason to buy the phone and experience it for themselves.
